Salary: : £23,000 - £32,000 dependant on experience

Job Description

Their Essex Traffic Control Centre (ETCC) team is responsible for the collection and dissemination of information to motorists and others regarding traffic incidents, roadworks, major events, delays and congestion on the roads in Essex and to implement control and information strategies to help manage the road network. The purpose of the ETCC is to minimise delays and provide accurate and timely traffic and travel information for all road users.

Some of the key operational partners are: the Police, other emergency services and Essex County Council departments and the Highways Agency's National and Regional Control Centres. The ETCC employs a number of intelligent transport systems such as UTMC (COMET), CCTV, Journey Time Monitoring, Driver / Car Park Variable Message Signs, Bus Priority / Real Time Passenger Information and provides real time information to the Essex Traffic and Travel Website.

My client is looking for a Supervisor to work within the ETCC team based in Chelmsford, assisting with traffic control, information systems and monitoring and responding to travel conditions on the road network in Essex.

The ETCC is situated in the foyer area of County Hall in Chelmsford, which is located in the town centre.

Responsibilities

  • Leading a team of five staff (who will be a mixture of the client's staff and Essex County Council employees) in delivering a consistently high standard of service
  • Ensure compliance with operational procedures through training, mentoring, event review and de-briefing
  • Contribute to the delivery of relevant Local Transport Plan and Public Service Agreement targets on congestion and public transport
  • Support and manage staff in their day-to-day operational duties
  • Ensure adequate cover is provided for the functions of the centre at all times, including stepping into the operator or advisor roles when necessary and being on call during the extended opening hours of the control centre
  • Manage the development of ETCC staff to meet the strategic planning of systems and services associated with the centre
  • Define, implement and review internal and external incident response strategies, processes and protocols (eg. with police, National Traffic Control Centre, Regional Traffic Control Centre etc)
  • Provide regular feedback on the performance of the centre and report to management on major incidents for dissemination to senior managers and team members
  • Contribute to long-term network performance monitoring and trend analysis through the provision of data collected by ETCC systems
  • Promote and develop the role of ETCC through liaison with outside organisations and other departments within Essex County Council (ECC)
  • Ensure compliance with operational information provided to the public is relevant, timely and adequate and delivered to ECC care standards
  • Ensure staff are motivated and deployed effectively and work in a safe environment
  • Ensure staff are trained and performance management reviews are completed
  • The standard working week is 37.5 hours which will be within the hours of 6.00am and 7.00pm Monday to Friday. There may be a need for ocassional weekend, bank holiday and night working and where this occurs approved additional payments will be made. As the ETCC must respond to planned and unplanned issues the role requires flexibility in working patterns.

    Requirements

    Essential

  • Experience of working within a control room or traffic / transport system environment
  • Experience of working in a customer focused environment
  • Ability to demonstrate direct line management of a team
  • Competent in the use of Microsoft Excel and Word with the aptitude to learn new software packages

  • Desirable

  • GCSE (or equivalent) in Maths and English and / or HNC / HND (or equivalent) in a related discipline
  • Relevant qualification in control room management / willing to undertake a NVQ in control room operations/supervision within one year of appointment
  • Experience of CCTV/Highway Management control rooms
  • Experience of working in a customer-focused environment
  • Experience or exposure to shift work
